Welcome to New Life Restoration Ministries
The Goal of New Life Restoration Ministries is to build up the believer’s spiritual life through prayer, discipleship, and Biblical based self empowerment teachings. We accomplish this by bringing people of all demographics together, leading them to a personal relationship with Jesus Christ, and developing them through Biblical instructions, mentoring, and relational discipleship.
Our Mission is to refresh the world and to inspire moments of optimism and happiness within the people in our community who have no hope. Our vision is also to present programs, trainings and other life support events to create value and make a difference.

Superintendent Jorge Julius Bell, affectionately known as “Pastor Jay,” was born to Deacon George Bell and Missionary Charlotte Bell. From a young age, his musical gifts were evident, and by age seven, he was playing the organ and piano. His passion for gospel music blossomed, and with over 30 years of experience in the gospel music industry, Pastor Jay has accompanied some of the most renowned names in the field. His latest album, Confidence, was released in March 2024.
In August 2004, while facing one of the most challenging seasons of his life, Pastor Jay accepted his calling to ministry. On December 12, 2006, he received a vision to pastor, and on February 11, 2017, he and his wife, Lady CeCe Bell, founded New Life Restoration Ministries (NLRM) after a successful bible study launched the previous year. Under their leadership, NLRM quickly grew, with over 100 people joining the ministry in its first year.
Pastor Jay has traveled extensively across the United States and internationally, preaching the gospel. He serves under the leadership of Jurisdictional Bishop David Todd Whittley of the Illinois Midwest Ecclesiastical Jurisdiction (IMEJ) and was appointed Superintendent over the Joy District in August 2023. He also holds the position of AIM Chairman for IMEJ.
NLRM operates a wide range of ministries that focus on serving the community and spiritual growth, including counseling services, youth mentorship programs, outreach to hospitals and veterans, and a food pantry. Pastor Jay believes in building up the spiritual life of every believer through prayer, discipleship, and biblical-based self-empowerment teachings.
A gifted preacher, Pastor Jay is known for his life-applicable teachings, blending wisdom with relatability, and delivering prophetic words that empower individuals. His ministry is marked by deep prayer, intercession, and an anointing for prophetic impartation.
Under his leadership, NLRM acquired a 7,500-square-foot property in Frankfort, IL, just four years after its founding. With services held every Sunday at 12 PM and Wednesday evenings at 7 PM for P.D.E. Teachings, NLRM continues to grow and thrive.

Lady CeCe Bell
Lady CeCe Bell was raised to serve and honor God by her parents, Rev. Dr. William Clifford and Renetta Seay, in the Baptist Fellowship, where her father pastored for over 40 years. At the age of 14, she left the Baptist Church to serve under Bishop Loran E. Mann of the Vermont Ecclesiastical Jurisdiction, where she embraced leadership roles and began using her spiritual gifts in ministry.After returning to Chicago, she joined St. James Church of God in Christ (COGIC) under the leadership of the late Bishop Willie James Campbell. In 1999, she returned to the Baptist Church and was licensed as a Deaconess Missionary in 2000.
Later, she reconnected with the Church of God in Christ alongside her mother, Evangelist Renetta Seay-Patterson.In 2015, Lady Bell married Pastor J.J. Bell, and together they co-founded New Life Restoration Ministries (NLRM) and NLR Ministries, Inc. She serves as Co-Pastor, Chief Operating Officer (COO) of NLR Ministries, Inc., and Executive Administrator of NLRM. She also holds the role of Assistant District Missionary in their District Fellowship.Professionally, Lady Bell is an Advanced Nurse Clinical Specialist with two Master’s degrees and is currently pursuing a Doctorate. She works as an Executive Clinical Account Consultant for Blue Cross & Blue Shield, collaborating on major enterprise accounts across multiple states, providing clinical expertise and strategic oversight.Lady CeCe Bell gives all glory to God for her life’s blessings and continues to serve Him through her family, her ministry, and her professional life.
